On Thursday, February 12, 2015, JNCL-NCLIS Executive Director Dr. Bill Rivers, testified at the Maryland House of Delegates in support of recent legislation proposing a Seal of Biliteracy. The Seal of Biliteracy is a diploma seal that recognizes high school students’ proficiency in English and another world language.
This legislation puts Maryland, along with a number of other states, at the forefront of the nationwide movement to adopt the Seal.
