On May 12, 2015, JNCL-NCLIS Executive Director Dr. Bill Rivers delivered testimony to the Massachusetts Joint Committee on Education of the 189th General Court in support of Bills H422 and S336 which would introduce a Seal of Biliteracy. Seals of Biliteracy distinguish the capacity of high school students to perform in English and another language and provide a mechanism for school systems to recognize these skills. They have gained considerable momentum across the United States in recent months, appealing to legislators across the political spectrum. Passage of the legislation for a Seal of Biliteracy in the Commonwealth of Massachusetts would make the Bay State the 12th state in the U.S. to adopt the diploma seal since the trend began in 2011. A copy of Dr. Rivers’ testimony is available here.
